By Emaar Properties in Arabian Ranches 3, Dubai

Raya is an off-plan development by Emaar Properties in Arabian Ranches 3, Dubai. Entry price is AED 2,670,000.
Raya by Emaar Properties is a premium collection of upscale townhouses set within the picturesque countryside community of Arabian Ranches 3, part of the wider Dubailand master plan and divided into nine neighbourhoods. The project features 240 skillfully designed two-storey villas offered with 3 and 4 bedrooms, with layouts that include a terrace, a staff room, a garage and a private garden. All homes at Raya are single-row residences, and the collection includes both mid-row and corner configurations, giving buyers a range of options to suit family needs and privacy preferences. Homes start from AED 2,670,000, with sizes from 1,934 sq ft.
Each residence is arranged over two levels, blending contemporary architecture inspired by the light, elegant character of the wider community, where facades and interiors are finished in soft, natural tones. The generous plots, private gardens and terraces make the townhouses well suited to family living, while the single-row planning enhances the sense of space and calm throughout the neighbourhood. Panoramic windows draw in natural light, creating homes that feel both refined and welcoming. Buyers can choose between mid-row layouts and corner residences, allowing families to select the balance of privacy, garden size and outlook that best fits their needs, all within an elegant yet cosy Arabian-inspired aesthetic.
Residents of Raya enjoy access to world-class amenities located right within the community, including a clubhouse, a swimming pool, a gym, a multipurpose room, and both indoor and outdoor sports facilities. Additional leisure options feature an outdoor movie theatre, a trampoline park, a lazy river and a dedicated bike path. Arabian Ranches 3 also offers a huge Central Park with a parkour area, a skate park and jogging tracks, alongside a 30,000-square-metre landscaped park, 15 playgrounds for various sports, and the community's schools, kindergartens, medical facilities and supermarkets, making everyday essentials easy to reach.
Raya sits in close proximity to several major highways including Latifa bint Hamdan Road, Al Khail Road and Emirates Road. From the community, residents can reach Dubai International Airport, Al Barari, Jumeirah Village Circle and DAMAC Hills within 30 minutes, while Global Village and the Burj Khalifa are around 10 minutes away and Dubai Marina and JBR beach roughly 25 minutes out. The homes are offered on a freehold basis, open to international buyers, and purchasers should budget for the standard 4% DLD (Dubai Land Department) fee. With a starting price above AED 2,000,000, eligible buyers may also qualify for the UAE Golden Visa, adding long-term residency to the investment case. Backed by Emaar's reputation and the family-focused appeal of Arabian Ranches 3, Raya offers an attractive opportunity for both end-users and investors. Emaar Properties is the Dubai master developer behind Burj Khalifa, The Dubai Mall, Downtown Dubai, Dubai Marina, Dubai Hills Estate and Dubai Creek Harbour. It is listed on the Dubai Financial Market. Most Emaar projects in Dubai are not single towers. They are buildings inside a master plan where the roads, parks, schools and retail are designed together. That is the practical difference for a buyer: you are buying into a scheme, not just a unit.
Emaar builds apartments, townhouses and villas, plus hotels, offices and malls. This guide covers the communities where it builds, what we list from Emaar today, how an off-plan purchase works, and what to check before you commit. Our page lists 122 Emaar off-plan projects across more than 20 communities, with entry prices from AED 1,120,000 and a smallest unit of 607 sq ft.
Search demand for Emaar is mostly demand for its communities. People look for Emaar South, Emaar Beachfront, The Valley and Dubai Creek Harbour by name. The table below sets out each community and links to our page for it, where you can compare individual buildings.
| Community | Where | Typical home types | Our page |
|---|---|---|---|
| Downtown Dubai | Central district on Sheikh Zayed Road, around Burj Khalifa and The Dubai Mall | Studios to penthouses | Downtown Dubai |
| Dubai Marina | Waterfront district built around a 3.5 km man-made canal | Studio to three-bedroom apartments | Dubai Marina |
| Dubai Hills Estate | Master community next to Al Barsha South, with a golf course | Apartments, townhouses and villas | Dubai Hills Estate |
| Dubai Creek Harbour | On the creek, off Ras Al Khor Road, about 10 minutes from Downtown | Mainly apartments, with serviced residences | Dubai Creek Harbour |
| Emaar Beachfront | Beachfront community at Dubai Harbour, between Dubai Marina and Palm Jumeirah | Apartments | Emaar Beachfront |
| Emaar South | Inside Dubai South, near Al Maktoum International Airport | One to three-bedroom apartments, plus townhouses and villas | Emaar South |
| The Valley | Gated community off the Dubai to Al Ain road | Townhouses and villas | The Valley |
| The Oasis by Emaar | Gated, low-density villa community | Large villas and mansions | The Oasis |
| Arabian Ranches (I, II and III) | Suburban freehold community with golf, equestrian and polo facilities | Three to five-bedroom villas and townhouses | Arabian Ranches |
| Mina Rashid | Waterfront district on the old Port Rashid site | Apartments | Mina Rashid |
Each community page answers a different question from this one. If you already know you want Dubai Hills or Emaar South, start there. If you are still choosing between Emaar communities, stay here.
The communities fall into two groups. Downtown, Dubai Marina, Dubai Creek Harbour and Emaar South are open districts, with public streets, mixed use and a lot of apartments. Dubai Hills Estate and Arabian Ranches are gated, with more villas and a quieter, suburban feel. Which type suits you depends on whether you want walkable city life or space and a garden.
The same split shows in who buys. Apartment districts attract investors and first-time buyers. Villa communities such as The Valley and The Oasis tend to attract families who plan to live there.
The figures below come from the live project list on this page as of October 2026. Prices are "from" prices in the developer's current release and change as units sell. Treat them as a guide to where each community starts, not as a quote.

Two things stand out. Dubai Creek Harbour and Dubai Hills Estate together account for about half of the projects, so competition between similar buildings is real. And the cheapest entry points are in Emaar South, Dubai Creek Harbour and Dubai Hills Estate, while The Valley and The Oasis start much higher because they are villa communities.
The steps are the same for most Dubai off-plan developers. Emaar's own sales pages and the Dubai Land Department (DLD) set the rules. Always confirm the details of a specific project in writing.
The DLD explains project registration, escrow and initial sale registration on its frequently asked questions page. For project launches, floor plans and community maps, use Emaar's own website.
The choice is mainly between certainty and timing.
In a completed building you can see the unit, the views, the neighbours and the service charge bills. You can often move in or rent it out quickly. You pay for that certainty, and the choice of units is limited to what owners are selling.
You pay in stages, often start with a smaller upfront sum, and can pick from a full release of units, including better floors and views. In return you wait for handover and accept that the final result will differ slightly from the brochure. Construction timelines can move, so avoid planning your life around one date.
A sensible approach is to price the same type of unit in a finished building in the same community and compare it with the off-plan price. The gap tells you what you are paying for newness and for the payment plan.
Emaar is not the only developer that builds whole communities. The table below is a neutral guide to where each of the largest developers is known to build. It is not a ranking.
| Developer | Flagship communities | Typical home types |
|---|---|---|
| Emaar | Downtown Dubai, Dubai Marina, Dubai Hills Estate, Dubai Creek Harbour | Apartments, townhouses and villas |
| Nakheel | Palm Jumeirah, Palm Jebel Ali, Dubai Islands | Apartments, villas and townhouses |
| DAMAC | DAMAC Hills, DAMAC Hills 2, DAMAC Lagoons | Apartments, townhouses and villas |
| Sobha | Sobha Hartland | Apartments and villas |
| Meraas | City Walk, Bluewaters Island | Apartments and townhouses |
The practical point is that you rarely compare developers in the abstract. You compare a specific building with a specific neighbour. A unit in Dubai Hills Estate competes with other Dubai Hills units, whoever built them, and the community and the unit usually matter more than the developer's name.
In a phase that is barely started you live next to construction for years. In a finished phase you pay more, but you can see what you are buying. Ask what else is planned beside your building.
Service charges differ by community and building, and many buyers underestimate them. Ask for the current rate per sq ft for a comparable finished building, since the new one will not have a track record.
Where a master plan releases several towers of similar apartments, they compete with each other at resale. Count how many comparable units are being built or listed in the same community.
Decide early whether you will live in the unit, rent it out or resell it. That decides whether you want a villa in The Valley, an apartment in Dubai Creek Harbour or something closer to the centre in Downtown. If you are unsure, our community pages above show the buildings side by side, and the list below shows every Emaar project we currently hold.
Tell us the size and budget you have in mind. We will come back with what is available now, the developer's current terms, and comparable projects if this one does not fit.
