About International City Phase 2

International City Phase 2 is the name people use for the newer Warsan 4 district beside Nakheel's International City in east Dubai. It is a separate district from the original country-themed clusters, with newer low-rise and mid-rise apartment buildings, many of them sold off-plan.

Where is International City Phase 2?

Nakheel developed International City, which its own page describes as over 22,000 residences, mostly studios and one-bedroom apartments, spread over ten themed precincts named after England, the Emirates, Russia, Italy, Spain, France, Persia, Greece, Morocco and China, just off Sheikh Mohammed Bin Zayed Road. Al Warsan is the district beside it, and it includes Warsan 1, 2, 3 and 4. A developer area guide from SAMANA Developers says Warsan 4 links to International City Phase 2, and a SAMANA project in Al Warsan 4 is listed as a short drive from Dragon Mart. Our main page on International City covers the original clusters, Dragon Mart and the wider market.

Labels vary. Some buildings are sold as International City Phase 2, others as Warsan 4 or simply Al Warsan. One example on our site is Dugasta Warsan, a four-storey block of studios, one-bedroom and two-bedroom apartments in Warsan 4, near the junction of Sheikh Mohammed Bin Zayed Road and Manama Street. Check the exact address and the Dubai Land Department registration of any unit you are considering.

What is International City Phase 2 and what is built there?

It is mainly apartments: studios, one-bedroom and two-bedroom units, with some larger ones. SAMANA Greenfield is one named project in Al Warsan 4, with convertible one-bedroom and two-bedroom apartments from 443 sq ft, a pool deck, gym, children's play areas and a day care centre, and an expected handover in the second quarter of 2029 according to SAMANA's own page. Next door in Al Warsan, Danube's Olivz is a master planned development of 741 homes in Al Warsan First, close to International City and Dragon Mart with access to Sheikh Mohammed Bin Zayed Road. The family-oriented Warsan Village, Nakheel's gated community of three-bedroom townhouses with a clubhouse and Souk Warsan, is also close by. International City Pavilion, next to it, has a hypermarket, restaurants and shops.

How do I get around International City Phase 2?

  • By road: Sheikh Mohammed Bin Zayed Road, Ras Al Khor Road and Manama Street are the main routes, and Al Awir Road runs past the original International City.
  • New entry for Warsan 4: the Roads and Transport Authority (RTA) opened a new entry and exit at Nadd Hessa, with a signalised junction, serving about 300,000 people in Nadd Hessa, Warsan 4, Hessa Gardens and Dubai Silicon Oasis. The RTA says it cuts the junction's travel time from 138 to 37 seconds.
  • Metro: none inside the area today. Check rta.ae for bus services and for any rail plans.
  • Drive times: Nakheel gives about 10 minutes to Dragon Mart, 18 minutes to Dubai International Airport and 22 minutes to Downtown Dubai from International City. SAMANA gives 10 to 15 minutes to Expo City Dubai and Dubai Safari Park, and 20 to 25 minutes to Downtown Dubai from its Warsan 4 project.

A note on the name: the RTA has also used "Phase I" and "Phase II" for its road works around International City, with Phase II covering Manama Street, Sheikh Mohammed Bin Zayed Road ramps and junctions. That is a road project, not the residential district.
