
A payment plan is the main reason people buy off-plan rather than completed, and it is the part buyers understand least. It is not a discount. It is a schedule of obligations, and the useful question is not "what is the plan" but "what happens to me if my circumstances change halfway through it".
Off-plan payments in Dubai go into a RERA escrow account tied to the project, not into the developer general funds, and they are released against construction progress. That is the single most important protection you have. Confirm the escrow account exists and that it is the account you are paying into.
