Property Valuation in Dubai: How to Value a Property in 2026

There are three ways to value a property in Dubai: a free estimate from an agent or an online tool, a bank valuation arranged by your lender, and an official Dubai Land Department (DLD) valuation certificate. The first is for guidance, the second is for borrowing, and the third is the one banks, courts and authorities accept. Fees and rules below are as of October 2026.

What are the ways to value a property in Dubai?

TypeWho provides itCostBest for
Agent price opinion or online estimateAn agent, portal or appUsually no chargeDeciding an asking price or checking a purchase. Not a formal document
Bank valuationA valuer on your lender's panelCharged by the bank, so ask the lender for the amountSetting the loan amount on a purchase or refinance
DLD valuation certificateThe Real Estate Valuation Department at the DLDAED 4,000 for an apartment or villa, plus small feesOfficial purposes such as authorities, courts and auctions
Private valuer's reportA licensed valuation firmQuoted per propertyDisputes, estates, commercial assets, a second opinion

Do not expect the numbers to match. A bank values for lending, an agent for the market, and the DLD for a certificate, so a gap between them is normal. Our guides to bank valuations and what your property is worth explain the gap in detail.

How does a DLD property valuation certificate work?

The DLD lists a property valuation service for land, residential units, villas, commercial and industrial buildings and hotels. The fee depends on the property type.

Property typeDLD fee (AED)Time
Residential apartment4,000Instant
Residential villa with land4,000Instant for residential units and attached villas
Vacant commercial or industrial land2,0007 working days
Agricultural land and buildings, commercial or industrial buildings, villa compounds6,0007 working days
Vacant land for a major project or phase10,0007 working days
Hotel building with land15,0007 working days

Each application also carries a AED 10 knowledge fee and a AED 10 innovation fee, and a service partner fee if you submit it at a trustee centre (AED 230 plus VAT for a residential unit). You can apply at a real estate services trustee centre, in the Dubai REST app or in the Dubai Now app. The result is an electronic valuation certificate.

For a typical apartment or villa you need:

  • The DLD property evaluation request form.
  • An owner's letter and a copy of a valid passport or Emirates ID.
  • The municipality map, valid for one year, or the planning map.
  • Recent photos of the property.

Built commercial property needs more: the built-up area, a list of units, a three year expense statement and the Ejari lease contracts for each type of unit. See the DLD property valuation service page for the current list.

How does a bank value your property?

The lender instructs its own valuer, usually after you have agreed a price. The valuation sets the maximum the bank will lend, because the Central Bank loan to value limits are applied to the appraised value of the property. If the valuation comes in under the agreed price, the shortfall comes out of your cash, not the loan. Our guide to bank valuations in Dubai covers what to do when that happens.

How does an agent price a property?

A competent agent works from evidence, not from the owner's hopes. The usual method, called sales comparison, runs like this:

  1. Pull recent sales of similar units in the same building or community, from registered transactions rather than listings.
  2. Separate sold prices from asking prices. Asking prices show intention, not value.
  3. Adjust for the things that change price: floor level, view, size, layout, upgrades and whether the unit is vacant or tenanted.
  4. Check what is on the market now, because that is what a buyer will compare yours with.
  5. Set a range, then an asking price that leaves room to negotiate.

Ask the agent for the comparable sales behind the figure. A number without evidence is an opinion. Our selling guide shows where valuation fits in the sale, and how to increase your property's value before selling lists what is worth fixing first.

How can you value a property yourself?

You can reach a reasonable range in an afternoon.

  1. Find at least three recent sales of the same type in the same building. If there are fewer, widen to neighbouring buildings of similar age and quality.
  2. Note the sale date, size and floor of each, and convert to a price per square foot.
  3. Adjust the price per square foot up or down for view, upgrades and condition.
  4. Apply it to your unit's area. Use the same area measure the comparables used, as built-up area and suite area differ.
  5. Test the answer against current listings and, for a rented unit, against the income it earns.

Treat the result as a range of a few percent either side, not a single number. Free tools give a useful starting point, but they are not suitable for legal or mortgage purposes.

Worked example: valuing an apartment by sales comparison

These numbers are hypothetical, to show the arithmetic. Suppose your apartment has 900 square feet of built-up area and three similar units in the same building sold recently.

ComparableSize (sq ft)Price (AED)Price per sq ft (AED)Adjustment
Unit 1, lower floor8801,276,0001,450Up 2 percent for a higher floor in yours
Unit 2, similar floor9101,365,0001,500None
Unit 3, upgraded9001,332,0001,480Down 3 percent, yours is not upgraded

The adjusted prices per square foot are 1,479 (1,450 times 1.02), 1,500 and 1,436 (1,480 times 0.97). Their average is about 1,472. Applied to 900 square feet, the estimate is about AED 1,325,000. Because the adjustments are judgement calls, a sensible range is a few percent either side of that figure, for example AED 1,285,000 to AED 1,365,000. The point of the exercise is the method: the same steps apply to your own comparables, and a valuer or agent should be able to show you theirs.

Worked example: why the yield assumption matters in income valuation

For a rented property, the income method divides the net income by a yield. Suppose rent less service charge and other costs leaves AED 80,000 a year. The value depends entirely on the yield the valuer chooses.

Assumed net yield (illustrative)Value = net income divided by yield
5 percentAED 1,600,000
6 percentAED 1,333,333
7 percentAED 1,142,857

A single percentage point moves the value by hundreds of thousands, which is why you should ask a valuer where the yield comes from. Rates in these tables are assumptions, not market figures.

What are the main valuation methods?

MethodHow it worksWhere it is used
Sales comparisonCompares with recent sales of similar properties and adjusts for differencesMost apartments and villas
IncomeStarts from rent, deducts operating costs such as service charges and maintenance, and converts the net income to a value using a yieldRented residential and commercial property
CostLand value plus the cost of rebuilding, less depreciationUnusual or specialised buildings

For commercial valuation, the income approach carries the most weight, which is why the DLD asks for lease contracts and a three year expense statement. Your yield assumption matters more than anything else, so use a named and dated source for it, not a guess. Our rental yields by community guide is a starting point.

Who is qualified to value a property in Dubai?

Valuation is a licensed real estate activity. The DLD issues a practice card for real estate evaluators, and the card has an experience requirement: two years of valuation experience for citizens and five years for expatriates, plus a trainee route. Before you pay a private valuer, ask to see the firm's licence and the evaluator's DLD practice card. The DLD can confirm real estate licences and permits through its validation service.

Some firms also hold professional credentials such as RICS membership. That is a useful extra, not a replacement for the local licence.

What documents do you need for a valuation?

  • The owner's letter and the owner's passport or Emirates ID.
  • The title deed or sale and purchase agreement.
  • The municipality map, valid for one year, or the planning map.
  • Recent photographs, and the floor plan if you have it.
  • The Ejari tenancy contract, if the unit is let, and the service charge statement.
  • For a commercial building, the built-up area, the list of units, the three year expense statement and the lease contracts for each unit type.

Why do valuations differ?

  • Purpose: lending, selling, insurance and legal use differ in method and caution.
  • Date: Dubai prices move, and a certificate describes one day.
  • Evidence: some valuers use sold prices, others rely partly on listings.
  • Condition and status: a vacant, upgraded unit and a tenanted, dated one are worth different amounts in the same building.
  • Instructions: a valuer told to find a price may not apply the same caution as one told to find a value.

Whoever gives you a figure, treat it as a range until a buyer tests it.

Frequently asked questions

How much does a property valuation cost in Dubai?

A DLD valuation certificate costs AED 4,000 for a residential apartment or villa, plus AED 10 knowledge and AED 10 innovation fees, and a service partner fee at a trustee centre. Bank valuations are charged by the lender, so ask your bank for the amount.

How do I get a DLD valuation certificate?

Apply at a real estate services trustee centre, in the Dubai REST app or in the Dubai Now app. You need the request form, the owner's letter and ID, a municipality or planning map valid for one year, and recent photos. The certificate for a residential unit is issued instantly.

Is there a free property valuation in Dubai?

Agents and online tools give free estimates, which are fine for pricing and checking a purchase. They are not formal valuations and are not suitable for mortgage, legal or official use.

What is the difference between a bank valuation and a DLD valuation?

A bank valuation is commissioned by your lender to set the loan amount. A DLD valuation is an official certificate used for authorities, courts and auctions. The two can differ, and neither is the same as an agent's market opinion.

How is commercial property valued in Dubai?

Mostly by the income approach, which values the rent after operating costs. The DLD asks for the built-up area, a list of units, a three year expense statement and the Ejari leases for built commercial property.

Who can value property in Dubai?

Valuers work under a licensed real estate valuation activity, and evaluators hold a DLD practice card. Ask for the firm's licence and the evaluator's card before instructing them.

What if the bank values my property below the price?

The bank lends against the lower figure, so you pay the difference in cash, or renegotiate the price. Ask the bank to explain which comparables it used, and consider a second opinion.
