
Off-plan project cancellations in Dubai are uncommon but not unknown, and the outcome for buyers depends almost entirely on one thing: whether the money went into a registered escrow account. That is why escrow is the first question to ask and not a technicality.
Payments for a registered off-plan project go into an account tied to that project, not into the developer's general funds, and releases from it are linked to construction progress. The purpose is precisely this situation: if the project stops, the money is identifiable and attached to the project rather than spent elsewhere.
A payment made outside that arrangement, into a company account or to an individual, has no such protection. This is the single largest avoidable risk in Dubai off-plan buying.
Cancellation in Dubai is a regulated process rather than a developer's unilateral decision. Where a project is cancelled by the authorities, the escrow account is dealt with as part of that process and buyers are addressed through it. The practical experience for a buyer is usually slower and more administrative than they expect, so keeping complete records from the first payment matters.
No, and it would be misleading to suggest it should. The large established developers in Dubai have long records of completing what they start, and the regulatory framework around escrow exists precisely because the risk was taken seriously. But the protection depends on buying inside that framework, which is a choice you make at the point of purchase.
