An owners association is the body that runs a building or community on behalf of everyone who owns in it. It sets the service charge budget, appoints the managing agent, and answers to the owners.
Most owners ignore it until a bill arrives that they disagree with.
Service charge budgets for registered communities are reviewed and approved by the regulator, which is why an association cannot simply invent a figure.
| Line | What it means |
|---|---|
| Master community | Roads, landscaping and lighting outside your building |
| Building services | Lifts, cleaning, security, common area utilities |
| Reserve fund | Saved for major works such as lift replacement |
| Management fee | The managing agent's charge |
A building with no reserve fund is not cheaper. It is deferring a bill you will eventually receive as a one-off levy.
Unpaid service charges block the No Objection Certificate, and without an NOC a sale cannot complete. It is the most common reason a transfer is postponed. See what happens on transfer day.
Ask for the current rate per square foot, whether a reserve fund exists, and whether any special levy is planned. Our guide to service charges sets out the normal ranges.
Ask us for the service charge history on a specific building before you commit.
