Owners Associations and Service Charges in Dubai

An owners association is the body that runs a building or community on behalf of everyone who owns in it. It sets the service charge budget, appoints the managing agent, and answers to the owners.

Most owners ignore it until a bill arrives that they disagree with.

What the association does

  • Prepares the annual service charge budget and has it approved.
  • Appoints and supervises the managing agent.
  • Maintains the common areas and the reserve fund.
  • Enforces community rules, including whether short-term letting is permitted.

Service charge budgets for registered communities are reviewed and approved by the regulator, which is why an association cannot simply invent a figure.

A building with no reserve fund is not cheaper. It is deferring a bill you will eventually receive as a one-off levy.

If you disagree with the charge

  1. Ask for the approved budget and the breakdown, which you are entitled to see.
  2. Compare the rate per square foot with similar buildings nearby.
  3. Raise it at the general meeting, where owners vote.
  4. If the charge appears not to follow the approved budget, escalate to the regulator.

Why it matters when you sell
