
The No Objection Certificate is the developer's written confirmation that it has no objection to your property being transferred. Without it the Dubai Land Department will not register a sale, and it is the step that delays most transfers.
It is a short document that carries a lot of weight, because the developer only issues it once everything owed on the property is clear.

Three things, in practice. That service charges are paid up to date, that there are no unapproved alterations to the unit, and that any developer paperwork on the property is in order. If the property has a mortgage, the developer will also want to see that the release is in progress or complete.
This is why the NOC is a good early warning. If it is refused, something on the property needs fixing before it can be sold at all.
Ask the seller to check for arrears in the first week rather than the fourth. A clearance figure can be settled quickly. A structural reinstatement cannot.
It comes after the Form F and the deposit, alongside the mortgage settlement if there is one, and before the transfer appointment at the trustee office. Because it has a short validity, book the appointment as soon as it is issued. Letting an NOC expire means paying for it again and repeating the wait.

Yes. Developers and owners associations issue similar approvals for fit out and renovation work, and some communities require one before certain works begin. If you plan to alter a property after purchase, ask what needs approval before you appoint a contractor, because retrospective approval is harder to obtain than the original permission.

You are not the applicant, but you carry the delay, so ask two questions before you pay a deposit: are service charges clear, and have any alterations been made to the unit. If the answer to the second is yes, ask whether the developer approved them in writing.
An honest answer at that point is worth more than the deposit you are about to place.
