Golden Visa Through Off-Plan Property in Dubai

The property route to a ten year UAE Golden Visa is set at AED 2 million. That part is straightforward. What people get wrong is whether an off-plan purchase counts, and if so from what point.

The AED 2 million threshold

The investor visa is tied to the value of property you hold, not to how you paid for it. A single property at or above AED 2 million can qualify, and in practice the Dubai Land Department looks at the registered value rather than what you feel the property is worth.

Below that figure you are not in this category at all. It is worth saying plainly, because a lot of off-plan marketing implies a visa comes with any purchase, and it does not.

Where off-plan complicates it

With a completed property you hold a title deed and the position is clear. With off-plan you hold an Oqood registration instead, which is the Land Department record of an interim sale before the building exists. We covered the difference in title deed and Oqood in Dubai explained.

Because the instrument is different, an off-plan purchase is treated differently, and the requirements have changed more than once. What matters practically:

  • The purchase needs to be properly registered with the Land Department, not merely recorded by the developer.
  • How much of the price you have actually paid can matter, not only what you have committed to.
  • The developer and the project need to be ones the authorities recognise.

We are deliberately not putting exact percentages or a definitive list in this article. This is one of the few areas of Dubai property where the detail genuinely moves, and an out of date figure here would be worse than none. Confirm the current position with the Land Department, or through us, before you make a purchase decision that depends on the visa.

Which properties reach the threshold

Of the 45 off-plan projects TRPE brokers, 13 have entry prices at or above AED 2 million, so the threshold is not exotic. It does rule out most of the studio and one bedroom stock: 14 of our projects start below AED 1 million.

Entry price is the cheapest unit in the building. A larger unit in a cheaper project can also clear AED 2 million, so do not read the table as the only route.

What to do before you rely on it

  • Confirm the current off-plan requirements in writing before you commit, not after. The visa is a consequence of the purchase, not a feature of it.
  • Check the payment position. If how much you have paid affects eligibility, the payment plan and the visa timing are connected.
  • Register properly. A developer own paperwork is not the same as Land Department registration.
  • Do not buy a property you would not otherwise want. A visa is a poor reason to accept a bad unit, and the property outlasts the visa decision.
