The top developers in Dubai are usually named as Emaar, Nakheel, Meraas, DAMAC and Sobha at the large end, with Binghatti, Azizi, Danube, Samana, Ellington, Omniyat and Select Group among the best known in the mid-market and luxury segments. No single developer is best for every buyer. This guide does not rank them by opinion. It groups them by what they build and where, uses facts you can check, and shows how to verify any developer before you pay a deposit.
The table lists developers in alphabetical order, not in order of merit. The project counts and entry prices are our own off-plan catalogue on trpe.ae as of 12 October 2026, so they show what is currently selling through us, not a developer's total output. Each name links to the developer page.

Lists of the "best" developers mix size, brand awareness and sales volume with marketing. A better test is whether the developer can show the following:
Before a developer can sell off-plan, the DLD project registration service sets conditions. The DLD service page states that the land must be freehold or long-term lease, an ownership deed must exist (preliminary sales certificates are not accepted), the developer must be registered in the Trakheesi system, and an escrow account must be opened through the Oqood portal. The developer must also provide a guarantee equal to 30% of the project: either 30% of construction completed, a bank guarantee covering 30%, or a cash deposit of 30%.
The registration fee is AED 150,000, and the result is a Real Estate Project Approval Certificate. These conditions apply to every developer, large or small, which is why registration is a basic check and not a mark of quality. Our guide on how to check a developer before buying off-plan shows how to confirm it.
This groups the table above by the lowest entry price of each developer's projects on our site on 12 October 2026. It shows where a developer starts, not where it ends. Most developers sell units well above their entry price.
| Lowest entry price | Developers |
|---|---|
| Under AED 1,000,000 | DAMAC (531,300), Azizi (556,000), Danube Properties (620,000), Binghatti (630,000), Samana (635,000) |
| AED 1,000,000 to 2,000,000 | Ellington (1,030,000), Sobha (1,060,092), Emaar (1,120,000), Select Group (1,250,000), Aldar (1,300,000), Nakheel (1,800,000) |
| Above AED 2,000,000 | Meraas (2,047,730), Omniyat (5,162,027) |
Ownership tells you something about how a developer is financed and governed, though not whether a project will be delivered on time. According to our developer pages:
| Developer | Ownership profile |
|---|---|
| Emaar Properties | Listed on the Dubai Financial Market |
| Nakheel | Part of Dubai Holding |
| Meraas | Dubai government linked, part of Dubai Holding |
| Aldar Properties | Abu Dhabi's largest developer, listed and partly government linked |
| Sobha, Binghatti, Azizi, DAMAC, Danube, Samana, Ellington, Omniyat, Select Group | Private developers, with different track records and scales |
A developer being listed or government linked does not change the legal requirements for a project. Every developer selling off-plan must register the project and open the escrow account, as described above.
Branded residences are apartments in a tower carrying a hotel, car, fashion or design name. The brand licenses its name and design input, and the developer builds and sells. Examples named on our developer pages:
| Developer | Brands named on our page |
|---|---|
| Binghatti | Bugatti, Mercedes-Benz, Jacob & Co |
| DAMAC | Cavalli, de GRISOGONO, Versace |
| Omniyat | Dorchester Collection; The Opus designed by Zaha Hadid Architects |
| Select Group | Residences developed with international hotel operators |
Branded units often cost more per square foot than the same size in an unbranded tower nearby. Ask what the brand fee adds to the service charge and what happens to the brand arrangement if the operator leaves.
| What to check | Where or how |
|---|---|
| The project is registered and has an escrow account | Ask for the registration details and verify with the Dubai Land Department |
| Marketing is permitted | The DLD states a RERA permit is mandatory for developer advertising |
| Developer registration | The DLD project registration service requires registration in the Trakheesi system |
| Delivered buildings | Visit two or three completed projects and speak to owners |
| Handover record | Compare original handover dates with actual dates on earlier projects |
| Service charges | Ask for the charge in delivered buildings, per square foot, over two years |
| Resale activity | Check that units in finished buildings actually trade |
The developer owns the project and sells the units. A master developer plans the whole community, including roads, parks and retail, and may sell plots to other developers. The contractor builds the building. Most developers appoint a main contractor, while our developer page notes that Sobha keeps design, engineering and construction in house. When a project sits inside a master community, check who the master developer is, because the master developer controls the surrounding amenities.
Emaar is the developer behind Burj Khalifa, The Dubai Mall, Downtown Dubai, Dubai Marina, Dubai Hills Estate and Dubai Creek Harbour. It is listed on the Dubai Financial Market and plans communities as a whole. We have a full Emaar developer guide.
Applying the checks above to Emaar as an example: on 12 October 2026 our Emaar page shows 122 live projects across 21 Dubai communities, a lowest entry price of AED 1,120,000 and a smallest unit of 607 sq ft. Those numbers describe what is for sale through us. They do not replace the checks. You would still ask for the project registration and escrow reference, visit completed Emaar buildings in the same community, and compare the handover record of earlier phases, because a large developer can have strong projects and weaker ones.
Nakheel built Palm Jumeirah, which it launched in 2001 and describes as covering 560 hectares. It is part of Dubai Holding and also behind Jumeirah Village Circle, Jumeirah Village Triangle, Al Furjan and Dubai Islands. It is also the developer of Palm Jebel Ali.
Meraas, also part of Dubai Holding, builds destinations first and residences second: City Walk, La Mer and Bluewaters.
Sobha keeps design, engineering and construction in house instead of using a main contractor. Most of its Dubai work is in Sobha Hartland in Mohammed Bin Rashid City.
DAMAC builds at volume across mid-market apartments, villa communities such as Damac Hills and Damac Lagoons, and branded towers with fashion and design names.
Binghatti is known for distinctive facades and studios to larger apartments. Azizi offers some of the lowest entry points into freehold apartments in reasonably central areas. Danube Properties built its name on the 1% monthly payment plan, and Samana on private pools on individual balconies. All four sell mostly apartments to investors and first-time buyers, so check how much similar supply sits in the same scheme before you buy.
Ellington builds smaller, design-led buildings in areas such as JVC, Downtown, Palm Jumeirah and Dubai Hills Estate. Omniyat works at the very top of the market, including The Opus designed by Zaha Hadid Architects. Select Group is known for tall waterfront towers in Dubai Marina and Business Bay, including Marina Gate and The Peninsula. Aldar is Abu Dhabi's largest developer and has a smaller Dubai presence.
| Your goal | Developers to look at first | What to check |
|---|---|---|
| A whole community with schools, parks and retail | Emaar, Nakheel, Sobha, Meraas | What is still to be built nearby, and when |
| Lowest entry price | Azizi, Danube, Samana, Binghatti, DAMAC | Competing supply in the same scheme; total cost of the payment plan |
| Design and finish | Ellington, Sobha, Omniyat | Resale comparables for the same building type |
| Waterfront or branded | Select Group, Nakheel, Meraas, Binghatti, DAMAC | Service charges and the brand licence terms |
Then view the actual projects. Our off-plan projects in Dubai page lists everything currently selling, and our best off-plan projects for investment guide covers investor shortlists. For how instalments work, see how off-plan payment plans work in Dubai.
Buyer rights depend on the registered contract and the escrow account. The DLD states that if a project is cancelled, its escrow account moves to liquidation and the developer is asked to return amounts to investors within 60 days. Delay is the more common worry, so read the handover clause before you pay a deposit. Developer conditions for registration are on the Dubai Land Department project registration page.

The names most often listed are Emaar, Nakheel, Meraas, DAMAC and Sobha, followed by Binghatti, Azizi, Danube, Samana, Ellington, Omniyat and Select Group. Lists differ because there is no official ranking, so judge by delivered projects and registration, not by list position.
By number of live projects in our own catalogue on 12 October 2026, Emaar has the most (122), followed by DAMAC (85). That reflects what we sell, not total market output, so treat it as a guide only.
Off-plan projects must be registered with the Dubai Land Department, which also requires an escrow account and a 30% guarantee. Ask for the project registration details and check them through the Dubai Land Department before paying a deposit.
The same registration and escrow rules apply to all developers, but a short track record means fewer completed buildings to inspect. Check any delivered projects, how the developer handled handover dates and the strength of the payment plan.
It depends on your budget and goal. Larger master-community developers suit buyers who value the surrounding area, and mid-market developers suit lower budgets. Compare resale and rent evidence for the exact building, not just the developer name.
Most large developers offer plans tied to construction stages. Some, such as Danube, are known for long plans with small monthly instalments. Always compare the total price, not only the first payment.
