International City in Dubai is a Nakheel community of ten country-themed clusters, including China, Italy, Spain and Morocco, built in Al Warsan in east Dubai. It is one of the cheapest places in Dubai to rent a studio or one bedroom flat, but rents, parking and building quality change from one cluster, and even one building, to the next. This guide explains each cluster, the phases, recorded rents and what to check before you sign.
International City is a Nakheel development of about 800 hectares in Al Warsan, near the Dubai Central Fruit and Vegetable Market, with access from Sheikh Mohammed Bin Zayed Road (E311) and Al Awir Road (E44). Property Finder says Dubai Silicon Oasis, Academic City, Al Warqa'a and Mirdif are each under ten minutes away by car, and the airport about fifteen. These are approximate times, and traffic on the approach roads can be heavy.
There is no metro station inside the community today. Wikipedia lists International City stations as planned for the Blue Line, with a 2029 opening, so check the RTA before you rely on that. Buses run to Centrepoint and Etisalat by e& stations. For most residents a car is the practical choice. Our International City community guide has the full area overview and current off-plan launches.
There are ten country-themed clusters: China, England, France, Persia, Greece, Russia, Spain, Morocco, Italy and Emirates. Most hold low-rise buildings with studios and one and two bedroom flats around shared parking and courtyards. The area also has a Central District and a Lake District. Warsan Village, with townhouses and some apartments, and Danube's Lawnz, Petalz and Olivz are separate projects beside the original clusters.
| Cluster | What we can say from public data |
|---|---|
| China | Next to Dragon Mart. Property Finder shows mostly two bedrooms in buildings A5 and B5 at about AED 49,000 to 58,000 a year, and studios and one bedrooms in C14 at about AED 28,000 to 43,000 |
| Italy | Building U06 had 84 recorded rent contracts on Property Finder in October 2026 |
| Morocco | Building J06 had 56 recorded contracts; resident reports name it among clusters with commercial vehicles in residential bays |
| Spain | Building S12 shows 83 recorded contracts, a busy rental market |
| Persia | Named with Greece and Morocco in press reports on commercial vehicles taking residential parking |
| Greece | As Persia: parking complaints in press reports |
| France | A press report described bays filled by pickups and commercial vehicles, especially in the evening and at weekends |
| Russia | Press complaints about a rental company using many bays. Dubizzle shows studios and one bedrooms advertised monthly in 2026 |
| England | No dated figure found |
| Emirates | Dubizzle shows unfurnished studios advertised at about AED 28,000 a year in 2026 |
The press reports on parking are from 2016 to 2020, so conditions may have changed. We list them because the same complaints keep appearing, and they are worth checking in person.
Advertised and recorded rents differ, so look at both. Bayut's H1 2026 report, updated 14 October 2026, shows advertised averages of AED 41,000 for a studio, AED 61,000 for a one bedroom and AED 82,000 for a two bedroom. Dubizzle's figures are about AED 40,000, AED 60,000 and AED 81,000.
Registered contracts, shown by Property Finder from Dubai Land Department data, are lower for the buildings we checked. In Italy cluster U06, recent one bedroom contracts (743 sq ft) ran from AED 34,750 to 47,000 a year and studios from AED 23,000 to 32,000. In Morocco cluster J06, studios ran from AED 26,000 to 42,000 and one bedrooms from AED 37,500 to 43,000. Those are samples of the ten latest contracts per building, not averages. New contracts cost more than renewals in both buildings, so a rent quoted to you today may be higher than your neighbour pays.
Asking rents include newer, larger and furnished units, and sellers often start high. Recorded contracts include renewals and older flats. Use the recorded figure to negotiate and the advertised one to see what is on the market. Our studio cost guide explains what a studio really costs once bills are added.
International City Phase 2 is the newer Warsan 4 area on the edge of the original community, and it is a separate market. It holds many off-plan launches, and Bayut's H1 2026 sales report gave an average of about AED 867,000 for off-plan apartments there. On our community page, projects such as Lusin Residences, Aizel Tower and Chapter 02 start from AED 460,000 to 554,000. Do not compare these with resale flats in the older clusters, which are cheaper and older. If you are interested in new launches, see our off-plan projects.
Search results also show "International City Civil Defence1" and "Civil Defence2" as landmark names on sale listings near Phase 2. They are used as location markers, so check a map for the exact distance from a unit.
Dragon Mart 1 and 2 are retail and wholesale centres developed by Nakheel with Chinamex. Dragon Mart 2 completed in December 2015. Wikipedia describes the mall as about 1.2 km long, with around 3,500 stores and 52 restaurants. For a tenant in the China Cluster, that means shops and food within walking distance. The trade-off is traffic and delivery vehicles around the mall, especially at weekends. If you work from home or have light sleep, visit on a Friday evening before you choose.
Public data does not rank the clusters, and we will not invent a ranking. Use these questions instead.
Property Finder's recorded contracts in the buildings above list studios of about 463 to 646 sq ft and one bedrooms of about 716 to 743 sq ft. Property Finder labels this column plot size and leaves built-up area blank, so treat it as a guide rather than the exact internal area. Two bedrooms appear mostly in the China Cluster buildings A5 and B5, where recorded rents were about AED 49,000 to 58,000 a year. Compare the size on the tenancy contract with the size in the advert, and read our note on built-up area and suite area.
It suits tenants who want a low rent and are happy to drive or take a bus. It is less suited to people who commute daily to DIFC or Media City without a car. Green space and gyms are thinner than in Dubai Silicon Oasis or Mirdif, and schools and clinics are nearby but should be checked on the KHDA and DHA directories. If you are weighing it against neighbours, see Discovery Gardens, which has the metro on its doorstep.
Property Finder showed a median asking price of about AED 743,170 across all listed property types on 17 October 2026, with a very wide range because of off-plan towers and a few large assets. For resale, buyers should ask for the service charge statement, the date of the last renewal and the recorded rent history. Browse current properties for rent across Dubai, and tell us the budget for a shortlist.
