Is Off-Plan Property in Dubai a Good Investment?

Off-plan property in Dubai can be a good investment in 2026, but it depends on things you can check before you buy rather than on the market as a whole. The deciding factors are the developer, how many similar units complete nearby in the same year, and the service charge.

We are a brokerage and we sell off-plan, so read this knowing that. We would rather you bought one thing carefully than three things on optimism. Figures are dated, and where we could not verify a number on an official page, we have left it out.

What is the case for buying off-plan in Dubai?

  • You pay over time. The capital needed at the start is far lower than buying completed, which is the biggest single reason people choose it. See how off-plan payment plans work.
  • You get first pick. Floor, aspect and layout are chosen rather than inherited. In a tower where the view differs sharply by floor, that is worth real money.
  • Launch pricing. Sometimes below where comparable completed stock trades. Not always, and it is checkable rather than assumed.
  • Escrow protection. Your money is released against construction progress, not handed over up front.

How does escrow protect an off-plan buyer?

This is the part of the law worth knowing. Under Law No. 8 of 2007, a developer selling off-plan must open a separate escrow account for the project with a bank accredited by the Dubai Land Department (DLD). All amounts paid by buyers, and loan payments from financiers, must go into it. The money is allocated only to construction and to settling project financing, and the accounts are audited and monitored by the escrow division of the Real Estate Regulatory Agency (RERA).

Two further protections from the DLD frequently asked questions:

  • The law requires 5 percent of the total amount paid to be retained in escrow for one year after completion, as a guarantee for defects that appear after handover.
  • If a project is cancelled, the DLD says it requests the developer to return buyers' payments within 60 days of the decision, extendable if RERA finds reasons to postpone.

Escrow protects your payments. It does not protect your return. A fully finished building can still rent badly. Read the DLD frequently asked questions yourself before you sign, and see what happens if a developer cancels a project.

What are the risks that actually cost people money?

Not the ones usually listed. In our experience the losses come from three places.

  • Competing supply at completion. You bought one of hundreds of similar units completing in the same district in the same year. Your rent and your resale price are both set by the others. This is the most common and most avoidable mistake.
  • Service charges nobody modelled. The yield you calculated at purchase assumed a figure from a brochure. The real charge on an amenity heavy building can move a return by a meaningful margin, every year, permanently.
  • Timing, not delivery. Serious developers finish. What they do not always do is finish when the brochure said. If your plan depends on rent starting in a particular quarter, a delay costs you real money. See off-plan handover delays.

Outright project failure is the risk people worry about most and the least likely with an established developer, though it does happen. Check the developer rather than assume.

Is there too much supply in 2026?

It is the question every buyer asks. Khaleej Times reported on 11 February 2026 that about 46,700 homes were delivered in Dubai during 2025, and that nearly 45 percent of under-construction stock sits across five districts: JVC and JVT, Dubai South, MBR City, Business Bay and Dubailand Residence Complex. Estimates of how many units are due in 2026 vary widely between publications, so we do not quote one. The sensible reading is that supply risk is local, not city wide.

Our own live search pages show the same concentration. As of 20 October 2026:

CommunityOff-plan projects listed on trpe.aeLowest launch price
Jumeirah Village Circle117from AED 585,800
Business Bay45from AED 955,500
Al Furjan29from AED 573,000
Arjan22from AED 620,000
Dubai Silicon Oasis17from AED 523,000

A community with many projects is not a bad buy by itself. It does mean you must check how many of them complete in your year.

Off-plan against completed: which is better?

Off-planCompleted
Cash needed at the startLower, paid in stagesFull price or a deposit and mortgage
Rent from day oneNo, only after handoverYes, if let
Service charge knownEstimatedKnown and in writing
Choice of unitWide, at launchLimited to what is on the market
Delivery riskYes, mainly timingNone
You can see what you buyNo, plans and a show unitYes

Neither is better in the abstract. If you need income now, buy completed. If you are building a position over three or four years, off-plan is the cheaper way in.

How do you judge a specific project?

  1. What else completes within a kilometre in the same twelve months?
  2. What does the same developer's last completed building in this district actually rent for now?
  3. What is the service charge on that completed building, in writing?
  4. Is the price per square foot above or below completed comparables nearby, and if above, what justifies it?
  5. Could you carry the plan if handover slipped by a year?

Five answerable questions. If a project survives all five it is probably worth buying, and if nobody will answer them, that is itself the answer.

Can you get a mortgage on an off-plan property?

The DLD says real estate projects can be mortgaged to obtain a loan from banks or licensed finance companies, and that the mortgage value must be deposited in the project's escrow account. In practice, lenders set their own rules for off-plan, including how much you must have paid first. Ask your bank before you reserve a unit. Our guide to getting a mortgage as an expat covers eligibility.

Does off-plan qualify for a golden visa?

The Federal Authority for Identity and Citizenship says off-plan units worth at least AED 2,000,000 in total, from an approved developer, can count. The DLD says residency on a property under construction is granted for one year at a time. The sources differ, so read golden visa through off-plan property and confirm with the authority before you rely on it.

Which warning signs should make you walk away?

  • A project you cannot find on the DLD project status service.
  • No named escrow account or bank when you ask for it.
  • A price per square foot far above completed flats nearby, with no reason given.
  • Pressure to reserve today because only a few units remain.
  • A yield promised in writing without a named rent source or a service charge estimate.
  • A developer who cannot show you a building they have completed and handed over.

Who should not buy off-plan?

Anyone who needs rent in the next twelve months. Anyone who could not carry the payments if handover slipped by a year. Anyone who is buying purely because a launch is oversubscribed. If you fit any of these, a completed unit will usually serve you better, and we are happy to say so.

What does off-plan really cost on top of the price?

Budget for registration, agency and, if you borrow, mortgage fees. Our Dubai Land Department fees guide lists each item. Also ask the developer what the buyer pays at handover, and whether the payment plan includes a final lump sum due on completion. Many buyers focus on the instalments and are surprised by the last payment.

Can you sell before handover?

Often yes, subject to the developer's conditions and to how much of the price you have paid. Resale before completion is a trade on timing, and a crowded launch means many other sellers at the same moment. Read selling an off-plan property before handover first.

Do you check the developer and the project registration?

Always. The DLD offers a project status service where you can look up a project by plot number, project number or name. Check that the project is registered, and that an escrow account exists, before you sign anything. Our guide on how to check a developer before buying off-plan gives the full list.

Frequently asked questions

Is off-plan property in Dubai a good investment in 2026?

Sometimes. It can be, if the developer is sound, few similar units complete nearby in the same year, and you have a real service charge figure. It is a weaker choice if you need rent in the next year or could not carry a one year delay.

How does escrow protect off-plan buyers in Dubai?

Under Law No. 8 of 2007, buyer payments go into a project escrow account at a DLD accredited bank, used only for construction and project financing. RERA audits these accounts. Escrow protects your payments, not your investment return.

What are the biggest risks of buying off-plan in Dubai?

Competing supply completing in the same area and year, service charges that were never modelled, and handover timing. Outright project failure is least likely with an established developer.

Is there an oversupply of property in Dubai in 2026?

Supply risk looks local rather than city wide. Khaleej Times reported on 11 February 2026 that nearly 45 percent of under-construction stock is in five districts, including JVC, Business Bay and Dubai South. Check what completes near your project.

Is off-plan better than buying a completed property?

Neither is better in the abstract. Off-plan means lower cash at the start, more choice and time to pay, but no rent until handover. Completed means rent from day one and a known service charge.

Can I get my money back if an off-plan project is cancelled?

The DLD says it asks the developer to return buyers' payments within 60 days of a cancellation decision, extendable if RERA finds reasons. Law also requires 5 percent of paid amounts to be retained in escrow for one year after completion as a defects guarantee.

Can I sell an off-plan property before handover?

Often yes, subject to the developer's conditions and how much of the price you have paid. See our guide on selling before handover.
