Dubai Marina first, for occupancy and liquidity. Creek Harbour can look better on paper at entry prices, but tenant demand is thinner while the district fills.
Dubai Hills Estate if you want central and will pay for it. Arabian Ranches if you want established and settled. The Valley if budget is the deciding factor.
Downtown and Emaar Beachfront have the strongest scarcity arguments: limited land, constrained supply, recognisable addresses.
Creek Harbour and The Valley, off-plan, on payment plans. You are buying time as much as property.
